As documented in http://support.microsoft.com/kb/295823, you would need to download the Windows Install Clean Up Utility.
After it is installed, run the program and you will be presented with a list of Microsoft programs that you can remove.
Note that this only removes the registry settings and you'd need to reinstall where possible.
I ran into problem to remove Office SP3 after I followed the stock Office 2003 installation, followed by the SP3 file update.
